I have maintained that the best way (economincal/enviromentally friendly/etc) to solve the US population problem is to give a cash reward of some economically calculated amount for volunteering to get tubes tied ($500-$2000?, depending on age) or vasectomy ($300-$1000?). If you think about it, that solves several problems at once.In 3rd world countries, the project cost would be drastically less to have a similar effect (lower cost for procedure and much lower reward needed for effective volunteer turnout).
